Con O’Neill’s Chief Mackenzie Bock is the chief of the Gotham City Police in Batman and The Penguin.

In Matt Reeves’ The Batman, Bock is introduced as a corrupt officer who serves as a foil character to the titular superhero. He is strictly against Batman’s ways of eliminating crime from the city. A tense moment happens between the two opposing characters at the Police Headquarters.

Batman is brought to the cops after he is held indirectly responsible for the death of District Attorney Gill. Bock is mad at Batman for his actions and asks Jim Gordon why he is protecting someone who has Colson’s blood on his hands. Despite a limited role, Bock leaves a huge impact given his opposing views of Batman.

Further, in The Penguin Episode 5, Bock returns to investigate the death of Sofia Falcone’s family. While Bock is a capable cop, he is skeptical of Batman’s rebellious nature.
